Is it worth replacing 20 year old windows?

What is the difference between insert and full-frame replacement?
An insert fits a new window into the existing frame and is what most quotes assume. Full-frame takes everything back to the rough opening and costs about 30% more, but it is the only option if the frame has rotted.
